The education sector in Montenegro has faced challenges due to long-term neglect of infrastructure. With over 500 facilities in the education system, it is clear that modernization and improvement of living and working conditions in educational institutions are a priority. As Minister of Education, Science and Innovation, I am committed to creating modern educational conditions and improving the entire education system, thereby laying the foundation for quality education adapted to the needs of the 21st century.
Although this year’s budget allocations are record-breaking, with four million euros from the current budget and six million euros from the capital budget, this is not enough to solve all the problems.

Therefore, with the support of the Ministry of Finance and the Government of Montenegro, we have begun intensive negotiations with international financial institutions for additional funds.
Over the past year, we have finalized negotiations with the European Investment Bank (EIB) for an additional €18 million, the Council of Europe Development Bank (CEB) for €10 million, and the European Bank for Reconstruction and Development (EBRD) for €20 million. These arrangements, along with significant grants, will bring in over €100 million in investments. We particularly highlight the investment grant through the WBIF mechanism worth €11 million, as well as €XNUMX million from the ERI Fund for technical assistance and infrastructure mapping. We also highlight the agreement with the EBRD for a grant of €XNUMX million.
Bilateral support further strengthens our efforts to improve educational infrastructure. We are particularly grateful for the support of the Delegation of the European Union with one million euros of direct budget support for the development of the Education Strategy 2025–2035, as well as the US Embassy with projects worth more than three million euros.
The results of the activities so far are 76 million euros in loans and 21 million euros in donations for the next three-year period. In addition, education and science have been recognized as a priority in the Growth Plan of the Government of Montenegro, through which an additional 100 million euros of investments are expected by 2027.

Important projects are already being implemented, including the construction of new schools, the adaptation of nine secondary schools and the design of new schools in Podgorica and Karabuško Polje. Five kindergartens have been built through programs with CEB, while the construction of nine more is planned in the second phase. Public procurement procedures for facilities in Bar, Ulcinj, Berane and Podgorica are currently being implemented. Also, in cooperation with KfW Bank, energy efficiency works have begun in 24 educational facilities.
In parallel, significant funds from the current and capital budgets are directed towards reconstructions, including adaptations of the roof, heating, and gymnasiums, thereby directly improving the conditions for education and sports.
In addition to investments in infrastructure projects, significant attention has been paid to equipping schools with modern furniture, computer equipment, laboratories and vehicles.
4575 computers, 1133 laptops, 1806 televisions, 516 projectors and 445 printers were provided and made available to primary and secondary schools across Montenegro. Our goal is to make technology an indispensable part of the educational process and provide students with access to quality digital content.
Also, 34 3D laboratories in primary and secondary schools have been equipped with modern devices such as 3D recyclers and printers, robot kits and laptops. It is planned to equip another 100 such laboratories in the coming period, thus creating the prerequisites for quality teaching in STEM disciplines, with a special focus on robotics and programming. These laboratories will promote creative and interactive learning in other subjects as well, preparing our students for the challenges of the modern labor market.
In addition, we are working on modernizing our fleet to enable safe and secure transportation of students, especially in the north of Montenegro. In this way, we are improving the conditions of education and contributing to equality in access to education, regardless of geographical barriers.
Thanks to cooperation with international partners and a team of experts, the education sector is entering a new phase of development. Investments in educational infrastructure, already initiated and planned through projects worth over 200 million euros, will create a modern and sustainable educational environment. Our goal is to provide every child with the opportunity for quality education, and Montenegro with a stable foundation for social and economic progress.
